Abstract As the equilibrium result of games among social interests of varied groups, ecological compensation mechanism will adjust the present situation in which economy and environment are uncoordinated. Because of this, it will become the important realizing mechanism of constructing a harmonious society. China is one of the earliest countries that carries out ecological compensation in the world. During recent years, the central government and some provinces/districts of China have continuously explored ecological compensation mechanism, achieved valuable experiences, and put forward lots of effective management means and tools, all of which reflect features and demand of ecological compensation theories. While in the concrete practice, areas directly benefiting from regional ecological services belong to various administrative regions and finance of different grades. Therefore it is actually more complicated to handle inter-regional ecological compensation problems. As a new type of environmental regulation system, it is faced with difficulties and constraits while carrying out the ecological compensation. In order to establish a complete ecological compensation mechanism, we should start with systems, measures, standards, means and management, etc. The author tries to review and deeply analyze the main predicament and problems that we will probably handle while practicing the inter-regional ecological compensation mechanism. Based on the analysis, the paper tries to highlight the system construction when studying the ecological compensation mechanism, and to discuss how to improve the construction of inter-regional ecological compensation mechanism in China in terms of legal system and management system.
